Steam subscribed mods wont download

This may be a steam problem, but none of my downloaded mods will install fully. The steam download page says everything is fully downloaded and ready to play, but in the client the update status bar stays just shy of full and as a result I can't play ("one or more of your selected mods are being updated").

I subscribe to mods and they appear in the launcer as normal, but they do not download/update. I can download mods from other sources, but not directly from your steam launcher. I have tried verifying the game cache and making sure all mods are gone from the game, but still they won't download/update even given hours.
