Ark subscribed mods not downloading

When I try to join the ARK server I play on, it gets stuck downloading the mods. Tried setting steam to download while in game, tried deleting mod files, reinstalled the game. I can join other servers without mods fine. Client and server are both updated. All discussions on this topic are pretty old and don't have any solutions. Any ideas?

How do I actually download the maps I've subscribed to? I hope it doesn't involve going into the actual Portal 2 game, as it's a bit of an inconvenience to have to start it up just to download the maps. N.B. I subscribed to the mod and it downloads just fine. Do you mean that you have subscribed but it does not initialize the download? Try downloading the Mods through Steamwork shop downloader.
